As a rule of thumb you can add things that will not affect the property, such as pillows, blankets etc. But for changing, removing or making holes for paintings and so on, you need a written consent. As with most things, this is an understanding between the landlord and the tenant. But make sure to have this understanding on paper so that you will not lose your deposit when you move out.
